In the first scenario, the owner is completely in the dark, hasn't been delivered, etc. In the second, the owner has chosen to take their car out in public. But I'll admit, I find it a little creepy when people are posting VINs - I'd ask first, unless it was someone who had publicly shared their VIN (like Steve Jurvetson, with Model S Sig 1, for instance). And I know the VIN is right there in the corner of the windshield. Just reminds me of looking out the office window one day and seeing someone staring in my car windows, clearly looking for something to steal.
