Reduce number of panels after PGE permit

Hi,

I already have a NEM.20 PGE permit for 5kW (secondary) system (Bay Area).
I want to reduce the size of the system to maybe 2kW. Can I do that without jeopardizing the NEM2.0 permit?
This is not Tesla (my primary system is Tesla though). This is from CompleteSolar.

I do not think you can change the system size more than 10-20% smaller without giving up your NEM agreement.

not able to justify the upfront cost given the current usage.
Most panels are 400W currently, so a 2kW system would be 4 panels and the 5kW system would be 13 panels. There are a lot of fixed or nearly-fixed cost in the project, so how much did this change the actual estimate? If you were paying $15K for the 5kW system it seems unlikely that the 2kW system would be only $6K.
