Rivian almost crashes, Phantom braking?

On my way home after work. No cars in front of the Rivian. Looks like phantom braking.

That looks more like someone looking at their phone, being startled by the slow merging car in front of him and, hitting his brakes while overreacting.

It looks like manual driving and braking.

The left would have to find a sufficient space to merge to the right. On the right there are 2 vehicles for it to fit in between. It has a choice to dangerously speed up to be in front or braking to fit in between. It chose braking.
