Rust / Paint bubble / Spot welds

I seldom check the lower part of each door of my Model 3. The picture attached is the front driver-side door. The car is 3 months old (1,700 miles). Do you guys have any idea if this is a rust, paint issue or spot welds? TIA

Don't think that's rust. Could just be a sealant for water proofing. Then it got painted over.

Update:

The car is in SC now. They will look into it. (along with the other cosmetic issues).

not rust - doors are aluminum

Hard to say from the photo for sure. Highly doubt it's corrosion, most likely an excess of ecoat build up on the panel before refinish

Update:

Just got the car from SC and they said it's a sealant. They also fixed the other cosmetic issues like the silver trims and undercarriage.
