I experienced this on I95 in Newark, DE SC and a NJ I95 SC on Thursday night. But one more item I observed was that my car's battery cooler was running very loud when it dropped from 95kw to 60kw. It cooled down after about 15 minutes at 60kw, then creeped up to 65kw, but never back to 90+ I was getting at the start of charging. I chalked it up to a warm battery from 75mph driving at 85deg outside air temps, but maybe this is a recent software change to extend battery lifetime perhaps?
