Could be power limitations at the site. They'd rather have more chargers than fewer higher power ones.

Also I suspect the urban superchargers aren't as "slower" as you might think. You only get full power from the big superchargers for a very limited time before they start to ramp down to preserve your battery.

It would be interesting to see a comparison of a charge curve or time to charge between the two types.

That doesn't really make sense.

A 20-stall site with fully powered stalls can draw 1.35MW (10x135kW), while a 20-stall "urban" site can draw 1.44MW (20x72kW). Presumably there would be load management functions available to both types of sites.

Fair enough. Are there a lot of people in the area who are in condos and don't have access to charging at home?

The urban Superchargers are meant to help locals get a charge when they cannot get one at home (condos or whatnot).
They are not meant for long-distance travelers. Of course, that is easy to deal with when there are lots of other Superchargers in the area, like where Iive.

This one happens to be next to a highway, and could be handy when gong up north, so it could have been a “full” power site. But as mentioned above, a 72kw Supercharger will only limit the charge of a car at a low SOC, the difference will not be that massive.

But this site is very similar to pretty much every other SC being built in Canada right now but, with the exception of the Ottawa site, the others all seem to be getting the "rural" SCs. How is this site different than Concord or Etobicoke or Hamilton? They are also all in urban locations - Hamilton isn't even really near a major highway that is used for long distance travel.

Of course some sites were installed before the new urban superchargers became available. Ottawa was the first urban Supercharger site in Canada.

It's not clear what the criterion is. Laval will be useful for traveling back to Ottawa during a day trip. But maybe Tesla wasn't actually thinking of that.
