If it's a supercharger install, I don't know what they'd need the scissors lift for. And from memory, I don't recall ever seeing an install that set up an office trailer on site. That seems like overkill for projects of these sizes/durations to me. But admittedly, I haven't seen many Canadian installs to compare it to and you all may do construction a bit differently than what I'm used to down south. So, at this point, I'd lean pretty firmly towards skepticism that this is it.
The Laval and Mascouche SCs actually had trailer offices (photos), though the site feels quite large though

I visited the mall yesterday, and there is tons of construction going on in the backside of the mall beside he new Winners store.
I'm not sure what to make of this [photos] but if it will be up by the end of “March” then could this possibly be the construction grounds?
-North West Area of Semiahmoo Mall near the Chevron & under renovation west side of the mall.

I called customer service at the mall and they said they didn't know anything about superchargers being installed there. I emailed the property administrator and i'm still waiting to hear back from her. I will let people here know if I get a response. Maybe they were told to keep quiet about it?

I received an email back from the property administrator at Semiahmoo Mall saying:
I am unaware of any Tesla Power stations or other stations being installed in the parking lot of Semiahmoo at this time.

There are actually 3 malls which could have something. Here is a charging location within the 3: Grandview Corners, Shops at Morgan Crossing and SmartCentres Surrey South. PlugShare - Find Electric Vehicle Charging Locations Near You
