It's at least 16 stalls. I suspect it's 20. I didn't walk behind the yellow tape to find out for sure.
The concrete work appears to be complete. i.e. concrete cut, conduit installed, concrete poured. The cables all appear to be pulled all the way from the electrical room two floors up. It looks to pretty much just be electrical work now.

Oh, I should add: having 16 or 20 Superchargers on the same level as the ONE CHAdeMO/CCS charger should do wonders for Model 3 sales in Victoria. 
All the LEAFs, i3s, Bolts, etc. have to share one charger which is far lower power and has been out of order for significant lengths of time in the past. It's just so night and day it's unbelievable. This totally changes things for anyone living in a condo or apartment or house-without-driveway in Victoria.

The only thing I can say for sure is that there definitely is a conduit for a Tesla supercharger stall for that parking spot.
Hopefully it doesn't mean that only one out of all of those parking stalls is reserved for EVs (Teslas). But we shall have to wait and see what signs go up!
We also saw that there appears to be more than 12 stalls last time we were down that way ... we counted 15 but might have missed some? I was also wondering if they might also be a few chargers for non Tesla in the same location. Have to go down to Vic next week was really hoping they would be available for us but doesn't look like it Have to hope for sun I guess cause we are gonna be walking from the Charge Point charger at Mayfair to my Mother in Law's, kinda sucks when it's raining ... and yes there is a reason I capitalized her "title"

Those original pictures are mine! The 13 number was just counting the spots that had conduit run to it... hearing of 12-16-20, all positive, but probably more likely to be 12. Sorry if I added any confusion. The EV parking spot already painted is simply for the 110v plugin beside which Uptown counts towards ‘charging’. I’m guess none of them drive EVs.
Based on the work progress thus far, switch gear, step-down transformers, and Superchargers already on site, my new “official guess” for an opening date of the Victoria Supercharger location is:
2-3 weeks from now. Nov 30-Dec 6th.

I was there today, talked to the crew. 16 stalls total, they say they should be ready in a week.

It's useful for people with trailers or bikes on the back. However, I've noticed it most often gets used by lazy people. Just yesterday I saw a 12 stall supercharger with both pull-in stalls occupied and the other 10 empty. Neither Telsa had a trailer or bike rack.there is always that one they put in for people who can't back in
