I think there's a dehydrated spare tire in the first aid kit. Just add what? water?

Back to your question. I think I read somewhere the first aid kit is required in at least on European country. So its to satisfy a requirement there. Someone was selling a couple on ebay a while back.

I think this was accidentally put in my car. It was sitting on top of a European license plate frame
