Wow, they really are getting close to running out. According to Ihor there are around 48-49M shares available to short.

You lend a share to Bob who sells it short to Carl. Then Carl lends it to Dale who sells it short to Ed. Then Ed lends it to Frank....

In theory there is no way to "run out" of shares to short. In practice, the mechanics start to bog down at some point. You'll see this first in the borrow cost (aka negative short rebate). TSLA doesn't show signs of this yet.
