The very successful attempts were 'interrupted' by a war. Obviously, once there is a war people don't look too much into green initiatives as there are other things to worry about.

IMO, if this had been done well so long ago, me thinks it is more of a lack of will caused by oil corruption. And YES, water will be the most scarse thing in the world. It already is in many places.
