Oh no, that would cause massive house price inflation of about 0.11%!
Having lived in California, trust me... It's death by a thousand 0.0011% cuts. Same reason why Tesla moved.
It should have been 0.11% (I was off by 100). I did a simple $1k and divided by the average new home price.
The way it's been implemented in locations that already have this rule is simply to have the conduit and spare service, not have to have a charger. That's cheaper at point of construction but still saves any homeowner/renter/lessee who buys an EV a chunk of money.
As one guy who has a company that does larger installations put it, you save over 90% of costs for larger installations if you include it all up front.
