updates for Japan - why so delayed and features locked?

Found this cool site outlining just how far Japan is behind in updates and how much is locked.

Can anyone shed light on why? Japan regulatory approval delays? Is Japan Tesla understaffed? Is Tesla Japan not wanting to draw negative attention to Tesla here (light show)?

Kinda feels like we get the short end of the stick. Would really appreciate remote camera access for vehicle security.

Mostly, yes. The government requires Tesla Japan to describe each change in detail and get approval per release. Also, the government sees Tesla as cars while parked, so they think Tesla vehicles should comply with laws about external lights (like flickering, etc). This is typically called "Hikanzei Shoheki" or non-tariff trade barriers

What does this mean exactly? Are other manufacturers' cars not seen as "cars" while parked?

A parked Tesla must not be able to perform any action that would otherwise be illegal to perform while on the road? (i.e. using lights for a purpose other than illuminating the road ahead etc)

Normally cars are not allowed to use turn signals or doors for the uses defined by the law. The Japanese government is not happy Tesla vehicles use the lighting systems for fun.

Hi, I have an X Plaid and a 2021 Y, and 2021 Y has 2024.2.7.
Looking at TeslaFi, it seems there are no Model 3s with 2023.38.9.1, so I think you will receive updates soon. Is your firmware download setting Advanced? Advanced = earlier software update.

yes. We have the updates now. But sometime we had to open a service ticket to have them push the updates to us.

I never sweat the updates. They are never delivered to everyone at the same time. We get them when we get them. Patience…
