AFAIK, no vision only Ys have gotten the update.

Perhaps this means it'll be paired with increasing the AP max speed to 90??

I do not believe so. It appears that the vision only cars are on a separate update track.

I’m getting ready to order my first Tesla, a model Y, but first need to know if it will receive updates in the hi-rise condo underground parking garage where I’ll be moving…I highly doubt there is any wifi available down there.

Does it receive OTA updates via cellular when no wifi is present, and would the $10/mo premium connectivity pkg be the solution to provide that? TIA

It requires WiFi. You'll get a notice when an update is available. When that happens, you'll need to drive it somewhere that you can get online. Or hotspot.
