VIN unassigned and can’t get answers for new VIN

Late August I was asked to take delivery of M3 AWD white/white for Mid Sep. I was in Europe for that month and my VIN was unassigned. I was promised a new one immediately after my return. It has been 3 weeks and nothing. Meanwhile I see people order in September and get a VIN right away. Anyone else with similar experience?
