I just actually noticed that is only pulling 41m/h over the 48A. Isn't suppose to be 44m/h or this is all normal?

Note the charging screen where is displays "48A/48A". Charging at 48 amps with maximum of 48 amps. Your Tesla Wall Connector is operating as expected. The grid voltage while charging can vary +/- 5%; that will have an effect.

You can tap the battery display value on the main Tesla screen (also the Tesla app) to show % state of charge (SOC) instead of estimated miles remaining. The charging screen will then display the battery % SOC while charging.

The % SOC is a better, more consistent indicator of the state of the battery than estimated range. The SOC is not affected by how fast you drive, traffic, weather or road conditions. The SOC can be affected by low temperature. (The Tesla Model Y battery management system can reduce the displayed % SOC by 3% when the battery is cold.)

As @jcanoe mentioned, it shows 48A/48A, so it's doing what it should. What might be happening is that it is using some of that current for a little bit of warming the battery pack up some, so it is diverted and not going into the actual charging, so the recharging speed shown there would be a little bit less than if all of the energy was getting to go into the charging itself.
