I would try the Tesla Service Center first. If they don't do it, then they'll refer you to a certified shop.

I would go the route of a tesla approved body shop, the service center should be able to refer you to one.

If you don't need parts beyond the clips you can take it to any body shop. The scuffs OTOH would need matching paint from Tesla, and maybe the touch-up kit would work. I wouldn't bother with that myself.

I had a similar situation on my wife's M3, but rear bumper and the scratches were deep where it cut into the plastic. It was cheaper for me to have Tesla service center replace the enter bumper cover instead of going to a Tesla certified body shop. The enter rear bumper cover and pre painted was ~$1,000 from Tesla. The Tesla certified body shop quoted me ~$2,000.
