Why didn't Tesla unify Model 3 and Y headlights and taillights?

Given the various things that Tesla did for cost cutting, why didn't Tesla unify Model 3 and Y taillights and headlights, since they have had for some time a global version of taillights and a global version of headlights that is suitable for all Model 3 and Y wherever sold? Then they would not have had different part numbers for taillight and headlight variants to deal with for new production.
 
They're moving towards it. M3Ps starting Spring 2023 had amber rear turn signals, with the Y-style tail lights.

However, you can't really have globally compatible head lights and tail lights because every country can be just different enough, not even accounting for the LHD/RHD countries.

The global headlamps and tail lamps are in fact global. Software takes care of the differences needed in the headlamps. The tail lamps do have the rear fog lamps that are required outside of the US, they’re just not enabled in the US
 
Yeah, it's a good question. I'd guess that Tesla opted to save money with cheaper red signals knowing that in a few years they'd need to build a second supply chain for the exports and Y's anyway. And now that the initial production line has cranked out a couple million red signals it's all worn out and ready for retooling so they finally consolidated.

Red signals save a ton of money - likely several cents per car - which directly translates to several yachts per CEO. This is why even foreign automakers go out of their way to produce a cheaper dumbed-down taillight for Americans.

Headlights are a different story, they just slap in whatever headlight is on sale.
