Depends on your State laws/regulations. It is just the way they have to do things. It also isn't exclusive to Tesla. You'll not have a problem rejecting the car or getting your money back if it comes to that.

It's the Cream... I'd say change your config, if it matters/doesn't matter... or remain patient. There is a reason no Cream has flowed yet....
