Try resetting the window up and down limits. In the car, press and hold the window down botton for a few seconds after it reaches the bottom. Then put the window up holding the up button for a few seconds after it is fully closed. See if that doesn't fix the problem.

Probably. I was able to fix mine ~3 years ago for $0 and still going strong.
