Anyone know what these dots under PRND mean?

Dots on the left is regen limiter.
Dots on the right is power output limiter.

Similar to the dashes on the S/X circular UI.

Yea I get those too when I max charge for roadtrips, they go away once SoC comes down a bit.

I've not seen them yet but my understanding it's usually a cold battery that will do that.

I get them too. I’ve found that charging for 30-40 minutes before I leave on a cool morning (warming the battery) but not to more than 80% or so let’s me leave with full regen capabilities.

Preconditioning the cabin should heat up the pack as well doesn't it? I know it does on my S I can even see it indicated on the app. Does the model 3 not do this?

It should. We haven't had any anecdotal evidence of the "battery heater" icon (i.e. motor as a heater) show up on the mobile app on an actual Model 3 yet even though it's stated on page 44 of the Model 3 manual. I've seen it on a Model S, and I would assume for a Model X.

Typically up to two of these causes:
1. battery too hot
2. battery too cold
3. battery too full

I've never seen the S do dashes or the 3 do dots for regen due to empty, but definitely for the other side (consumption).

Yep it does, but you have to get around 5 miles left to see them!

Living in Florida, you rarely see any dots except for 2 or 3 days in January.
