Utilities already have low income assistance program but that doesn't encourage consumption: the more a poor owner consumes, the higher rate that person has to pay.Making people pay different rates or fees based on income is not Capitalism... Redistribution of income and wealth is Communism. And thats essentially what they are doing. But hey, thats what the majority of Commifornia voted for!
The fixed fee does the opposite: It encourages consumption. If you don't consume or if you produce electricity for the community, you are penalized for no-consumption.
