CA electricity bills will have new fixed fees based on income

Making people pay different rates or fees based on income is not Capitalism... Redistribution of income and wealth is Communism. And thats essentially what they are doing. But hey, thats what the majority of Commifornia voted for!
Utilities already have low income assistance program but that doesn't encourage consumption: the more a poor owner consumes, the higher rate that person has to pay.

The fixed fee does the opposite: It encourages consumption. If you don't consume or if you produce electricity for the community, you are penalized for no-consumption.

And these programs are endorsed by the state government. They campaign on saying they want to encourage green energy and environmental stewardship. They get their constituents to elect or buy into it, and then they pull the rug out. How many people would have invested so much in solar and batteries if they knew they were gonna cut the exported energy rates so dramatically. How many people in the middle to upper class would spend 60k+ on a solar system if they knew their break even was gonna go from say 10 years to 30+? If they actually practiced what they preached and cared they would let customers "bank" energy and pay customers the same rates they charge.

Yep the about 200K for solar and batteries would have been better left in the bank
