Yes. The purpose of camera monitoring is in addition to the torque. Autopilot without FSD still monitors the torque but that’s not enough so Tesla added the camera monitoring too.

You can use TACC only without AutoSteer then the camera quits monitoring you because there's no torque monitoring for TACC.
