Urea is ammonia AND CO2 so one step forward, one step back.

No, it is not. One is less toxic. That's like saying Water is Hydrogen with Oxygen attached. Point is we are already using hydrogen fuel. We're just "safely" transporting it with C attached. Unless that C is being sequestered somehow, there's no point in hydrogen except rockets. Yes, we need rocket powered trucks to transport our consumer goods.

From Wikipedia: The liver forms it by combining two ammonia molecules (NH3) with a carbon dioxide (CO2) molecule in the urea cycle.
Urease is an enzyme that catalyzes the hydrolysis of urea into carbon dioxide and ammonia. The reaction occurs as follows:(NH2)2CO + H2OCO2 + 2NH3
