Yes, but there's a new bogus requirement of having to live in one of their designated "disadvantaged communities," and Tesla isn't on their list of dealers anymore.
I saw that. Yup I am not eligible again.
Wonder why they removed Tesla - it has the best incentive for someone eligible for CVAP ($5K); CVRP ($7.5K) and Fed tax credit ($7.5K). $20K off a Model Y is as best a deal one can get for any EV out there.

Model Y wouldn’t be eligible.

Program Changes for Dealers to Review

Plug-in Hybrids Vehicles- $7,000.

Battery Electric Vehicles- $7,500.

Hybrids vehicles are NO longer eligible.

Subtotal cap on purchases of $45,000. This cap will be applied to the Subtotal for purchases, and Gross Capitalized Cost on leases.

Tesla is still in the list.

That's new.
That info should be highlighted towards the buyer too, not just the dealer.

I called to Tesla today because no grant information on Tesla website. A representative confirmed Tesla will accept the grant voucher. Because the new requirement of grant to limit out the door price to 45k maximum, only in stock base model 3 less 40k selling price is eligible to use grant.

For the eligibility of CVAP, it asked “Are you a California residents that live in a disadvantage community (DAC)”

Can anyone understand the definition of DAC? How can we check if the zip code reside is included in the said area ? Thank you

Thanks! How's the process going for you after being approved?
I placed order today in a local Tesla store with inventory. At the beginning, sales person didn’t explain very clearly. Said he won’t process the grant, so I didn’t want to order after test drive. How ever, he got the delivery manager to explain the grant process to me. First, place order; second, sign the grant document and submit to delivery team. Third, delivery team will verify and upgrade the grant as down payment in my account. Then Tesla will inform me to sign the sales contract and loan doc within a week to finalize delivery. The delivery manager said they deal with a lot of this grant during 2020 to 2022. There won’t be any problem for Tesla to accept the grant.

My cousin is not living in dac and income is not qualified for any state program, his parents are qualified and living in dac. His dad will apply grant and rebate total 15k. My cousin will be co-signer to claim federal 7.5k tax credit. Total 22.5k of a model 3. You can check if you have any family member can help you.

The max subtotal total price (including tax, fees) is $45000.
The base Model 3 RWD is currently $40240.

Estimate of other fees:

Registration fee: $275
Vehicle License fee: $350
Electronic Filing fee: $31
Tire fee: $7
Destination fee: $1390
Order fee: $250
______________________________
Estimate Fee total: $2303
+
Base RWD Model 3: $40240
______________________________
$42543

$45000 - $42543 = $2457

It's going to be hard to find sales tax under $2500 (6%) in any city/county in California for the base Model 3.

Tax of base M3RWD $40240:
@9%: $3621
@8%: $3300
@7%: $2816
@6%: $2414

Inventory is discounted 2410. My tax rate is 10%. Estimated total was shown 437xx. Tax on 38730 only plus fees and title. Btw, estimated screen also showed 250 order fee apply to car cost as credit. Go to Tesla store, you can have accurate numbers.

This from the finance page. It may be more detail to understand how Tesla calculates fees and taxes. The total on this page is few hundred more than what I saw on estimates in Tesla store. I will see what will be actual when delivery. (Loan is offered by Chase through Tesla).

That is very well done - just below $45K.

Go with inventory while they have $2K discount.

The store delivery team helped me to update grant document (first page approval letter and third page vehicle information with signature), but they didn’t follow up. I called to Tesla back office to have representative cleared the grant. Now I just scheduled the delivery on Sunday. Hope there won’t be any issues when delivery.

Btw, after place order, sales team won’t follow up the grant. Everything must communicate with delivery team.
