This may be the answer for our condo building - the electrical meters are down in the parking garage, but our breaker panels are on the 2nd, 3rd and 4th residential floors. Too long of a run, costly and difficult to find a path to pull wire.
Our only other option is Level 1 charging off a common area electrical panel and reimburse for electricity used.

I want to learn more about this, it seems it won’t be available until spring 2023. In the meantime, I will start talking to our local utility about if they will allow this device.
