Do all CPO come with AP software enabled?

I see some AP1 cars listed with "Autopilot Hardware 1 with Convenience Features".

I checked a couple of threads and most people said CPOs have AP software enabled. Yet when I asked Tesla sales rep, they said description above means software is NOT enabled, and that you need to pay extra 5k to turn it on.

Anyone here bought an AP equipped CPO and can comment on this?

Most of the time. I have seen a few without it.

"Autopilot Hardware 1 with Convenience Features" was an indicator that the AP software is included. Prior to that, the phrase was "Tech Package with Autopilot" if the software was enabled.

I don't know if all of the CPO cars with AP hardware have the SW enabled. Every one I looked at does.

I have a CPO but obviously I am not from the US.

The version I got from my sales rep is that, Tesla will enable everything the car is hardware capable of. However they will not say it has whatever enabled, only what the previous owner has purchased.
