Many workplaces here has a 220v 6A outlet at outdoor parking spaces. It's used to preheat the cabin and/or engine. The 220v outlet in the cabin is not connected to the car electronics. It's a cheap low-tech solution.

I have observed similar in other places with very cold winters. Being easy and cheap it is wonderful. Adding that to preheating while charging at home, hopefully with a heated garage, and there is minimal issue, modest cost.
