The Safety Score references are obsolete, there are no requirements to get FSD Beta other than having FSD and the appropriate hardware. Once you request the Beta, it usually doesn’t take more than a few days to get it.

However, it also depends on which software is currently installed in your car. What do you have? The latest FSD Beta is 2022.40.30.10. If you have a newer build installed, you won’t get the Beta until it becomes available in a newer build than the one you have.
 
AFAIK cars are usually delivered with some weird .100 type version- and often stay on it for several weeks until they get updated to a mainstream non-delivery version.

FSDb is not enabled in any factory version I'm aware of so far.

Note you SHOULD have all the official wide-release-to-everyone FSD features from the factory, just not the beta city streets stuff, until you get updated.
