How do i tune a carb on a cagiva roadster 125?

i have a cagiva 125 1999, i have a problem with it not starting. i have taken the CARB and air filter off, also exhaust. now it turns over but wont start. i think the carb needs tuning and im not sure how to do it. if there are any other thing i should check would be greatful if some one can help???
