They probably expect a driver with no prior driving experience can afford to have such high insurance rate if they are driving expensive car. Afterall, stat shows young drivers do have higher probability to cause accident (I can attest to that based on my own dark highschool/college years sigh....)
Alternatively, they could drive a cheap Nissan Micra for couple years to build up a safe driving history first.
