Model 3 configurator just updated with 264 miles EPA estimate for mid range. Main Model 3 page still lists 260 miles.

I wonder if that means it is using the new battery architecture now instead of just LR with missing cells? (And that gives an extra 4 miles of range.)

Doubtful. Elon said the new pack architecture is still months away. More likely they were just overly conservative saying 260 miles at first but after more real world data they are now confident with advertising 264 miles.
 
I do not like Tesla’s roller coaster pricing ride. Same car yet price difference yet again. Are they refunding everyone who bought a mid range $2000 now?
No refund as Tesla states it is an attempt to offset the Federal Tax Inventive phase out. Tesla Q4 2018 Vehicle Production & Deliveries, Also Announcing $2,000 Price Reduction in US | Tesla, Inc.

we are taking steps to partially absorb the reduction of the federal EV tax credit (which, as of January 1st, dropped from $7,500 to $3,750). Starting today, we are reducing the price of Model S, Model X and Model 3 vehicles in the U.S. by $2,000.

If the 3MR had gone UP $2000 in price, would you have been willing to send Tesla another $2000?

Do the math. You (and I) qualify for a $7500 tax credit. If you (and I) had waited until 1/1/19 to purchase, we would qualify for a $3750 tax credit and a $2000 lower price which equals $5750 potential "discount." Would you rather have a $7500 discount or $5750 discount? If you would rather have the $5750 discount, send Elon $3750 of your tax credit and he will send you $2000 back.
