Mystery model 3 parking lot

There is a Pep Boys parking lot in the Bay Area filled with used model 3, any ideas what is going on ? Overfill from service center ? Only model 3 , some have been there for awhile.

Maybe they work with Hertz. Gotta get fresh oil changes before they rent them out.

This is in my town (and founding city of Tesla) -- San Carlos. I haven't figured it out either, but that lot has had Tesla vehicles sitting there for quite awhile now. Always just assumed it was an Uber rental location pickup. Every time I get service and take an Uber Green, it's always in a Model 3 that the driver says he's renting from Uber/Hertz.
