Not Charging at Level 1

My Model 3 didn't charge in my garage on Monday night on trickle charge. I drove to work and it wouldn't work on the level 1 there either. It will charge on level 2. On a level 1 charge the car (an app) says charging but shows 0mi/hr. The charger shows it's charging too. Anybody else have this problem? It normally wouldn't be an issue but I had to leave it at the airport and now watching the vampire drain do it's work.
 
Mi/hr is an average battery charge increase over the entire charging session. The Amps reading would let you know if anything is coming through the charger. For cold conditions I would think you could show 0 MPH but 12A. All going to the heater and not to the battery.
