Akikiki, That is interesting testimony. Half the testimony is concern about giving a tax break to wealthier people who can afford a system. Somehow, giving a tax credit that everyone can't earn is a sin in Hawaii. HECO wants to make sure that people getting the credit stay connected to the grid. Then there's the provision that the max size of the backup is 5kwh, but a single family home can install a 5kwh or smaller backup system, pay $40,000 for it, and receive the maximum $10,000 credit. And why 5kwh as the top? Is someone specifically trying to exclude Tesla's powerwalls? Ah, the joys of living in Hawaii's political system.
