SDGE EV Credit 1099 form?

My understanding is that if you had requested 499 ,then no tax. I don’t want to pay tax so just let overage ride. They currently owe me 2500. With my large solar system and credit I figure never have to pay for electricity again.

Sdge gave us a bill credit for 3 years
1st year was 200, 2nd was 500 and last year was 850. It was for driving an electric vehicle
Or plug in vehicle. Polluting companies had to buy climate credits, from companies that were green. It wasn’t a check but a bill credit. You could request the money though.
My friend said 500 and above resulted in taxable income so he requesting 499 each year. It was per ev owned, not address.
