Elon still confident of 500k+ cars by 2020 but they'll need more localized factories to get there. 500k not as big of a jump as what they've done in the past 5 years.

This is not quite right. The Fremont factory will do the 500,000, potentially slightly more. Moving significantly past 500,000 will require the localized factories.
