It's not. But updating the database at the Tesla mothership is part of the commissioning process for the Tesla tech that goes out to get the site activated. So, assuming everything went to plan, it doesn't take long for that to trickle down to the cars' navigation system display. There is some lag though, and sometimes the updating process doesn't work correctly and there can be a slightly more significant delay.

Interesting it shows in the app but not in the car. You would think that both of those would pull from the same place, esp as they both pull live availability.

They do, but the car doesn't pull DB updates as frequently and it's vehicle specific as each car has to pull the update for itself, so some cars may show it already while others won't yet.
