Here are the plans:

The fenced area you pictured is where the 10 chargers will be and the transformer and switchgear cabinet will be to the south across the driveway. The area covered with plywood is where the 3 charging cabinets will be with power coming under the driveway.

Yes, if you look at the plans that were posted upthread that’s what they show.

Didnt take photos bc was annoyed trying to find parking for Uovo but the chargers are all installed.

If it’s a pay lot that doesn’t have a 30 minute grace period then you’d be required to pay or hope you don’t get caught if it’s not access controlled.
