The utility company has a hosting capacity map that shows less than 150kW available in the whole town, so this site may have an artificial power limit below the 350kVA that a v3 cabinet can nominally supply. I wouldn't be surprised if the utility is doing some upgrades and the site is already engineered for 8-12 stalls to be added at a later date.Interesting, was this meant to be 4 from the start?

Yes, spare capacity. I think they provide the map for exactly this purpose - If you wanted to install a supercharger, or build an industrial plant of some sort, it's handy to know if the electrical grid can handle it before you start buying land and applying for permits.Maybe I'm misunderstanding something, but that seems awfully low for a town of 800+ residents. Less than 200 watts per person?? Or is that just the spare capacity? I guess we'll know if the whole town goes dark when 1 Tesla plugs in!

up and running 250Kw .. fantastic
Any sign they intend to expand if Fortis upgrades the power lines, ie, an oversized transformer or a clear area for more chargers?Great charging station 252kw
