I'm going to go and look and take photos in around 30 minutes since traffic has calmed way down. It would make sense though because they have been adding the superchargers early in the Lower Mainland like the south Surrey and Chiliwack ones which were slated for mid 2022 but are under construction now (both 12 stalls). North Vancouvers supercharger is incredibly busy, so it would also make sense to add 4 stalls. I went early today and there were 4 stalls blocked off with fencing. But it might be some sort of service repair since it says the supercharger has "limited capacity" but I will let you decide based on the photos of the site.
