Seems like they're either expanding, or they're trying to plan a zero-downtime upgrade by building a 20-plug V3 site to eventually replace the existing 18-plug V2 site. (I agree that "relo" would likely imply the latter.) It would definitely be interesting if they keep both. It could end up like Woodbridge NJ:

So the opposite side from the current one? A much better entry for those turning right into the station so they don't get shunted off to Firestone or do what I always did which was stay in the lane for going straight and turn right with my signal on bypassing that stupid median. Coming the other way was always easy. (125 sessions totaling 3 days 3 hours and 56 minutes, out of my current 538 sessions at 199 locations for 20 mWh over 13 days 1 hour 1 min over the past 5 years and 80.5k miles)

The current work appears to be 12 stalls, not twenty. I am not sure where an additional eight will go. There is no prep work for additional stalls at the moment.

There appears to be a sewer pipe running parallel to the curb on the far side of the lot along Lousidale Road, but since the curb curves outward, maybe they'll be able to put them towards the north end along Lousidale Road.

The blue is the extent of the construction fencing. The red is where additional stalls might be possible. Yellow indicates red paint that appears to outline a sewer pipe.

They stuffed 20 stalla in there somehow. Construction moving quickly. No transformer yet, but they've mapped where the power is coming from. It'll originate at an existing transformer in the middle of the lot and dog-leg over to a new transformer that'll be on a pad at the installation. My guess is Dominion has enough power available at the line servicing the existing transformer and they can just tap into it.

@Reddy Kilowatt asked about location, so I took a photo from the existing V2s looking over to the new site.
