TeslaCam saved files and time difference question

I take out my USB stick every so often to clear up space. I noticed this morning that while I was transferring the files to my PC that under the Saved Clips folder it had saved files from Aug 28, 29, 30. Are the saved files automatic and does Tesla ( via some software code) pick which ones to save? I did not personally hit any buttons to save files so that is why I’m curious if it’s done randomly. Also, my time stamp for the files is 2 hours earlier then what my time is locally. I’m on US central time and with the two hour difference I’m assuming it’s because the car is manufactured is California and is probably factory set to their time zone. Is there any way to correct that and set it to my local time zone? Is that a Service Center appointment? Thanks.

Saved files are Sentry Cam and Recent files are Dash Cam. The time stamp for the files is UTC/GMT.

Would like to add also that the timestamp is part of the file name and not the Windows PC or Mac OS provided timestamp in file explorer.
