Fading a bit in pre-market. One assumes there was some huge covering earlier, now it's perhaps general buying?

Hopefully when the bell goes we'll get another push upwards...

I found out it's often the case. How many times did we see those +8% pre-market, ending being +3-5% once it opens.

Wouldn't be surprised if we barely see +12%.

That'll get resolved. Sales were up in France in 2018Q1 and 2018Q2. Most of the growth in gasoline car sales.
While the article says diesel sales were stable at 40%, it was actually 40.6% in Q1 and 40.2% in Q2.

They need one or a few "lead plaintiffs" to file the suit, but if it is successful in being made a class action, everyone they can identify who falls into the class has to be notified, and can either join the class settlement or opt out (presumably to sue as individuals). Only the lead plaintiffs get a say in negotiating the settlement though.
