I suspect that is just the holiday update. They probably won't roll out the FSD beta to new people until after they have rolled it out to existing testers.
Doesn't mean you can't get the FSD version in a couple of days ...
Are the release notes identical to 10.7? If so, 10.8 is really just 10.7 + holiday update as expected.
