2018.42.3 - charge current off by 1 amp?

Same here, also on 3 fases. So missing 3 amps in total.

Noticed it also today. Checking my smart meter and it also says 3x15 amps.

I've done one scheduled overnight charge since updating to 2018.42.3 and didn't see a difference in charge rate: it was consistent with 32 A single phase (I use the UMC with the blue commando socket). I don't have a screenshot of the app or an energy meter but if the car had been charging at 31 A it would have added enough time to make a measurable difference to previous charge rates (My S70 averages 9.9% / hour +/- 0.1%, equivalent to 22 mph +/- 0.2 mph; at 31 A this would drop to 9.6%/hour +/- 0.1%).

Not sure about a 6A user-set limit, but if you're maxing out the current (32A, 40A, 48A, 72A in U.S.) a loss of 1A is typically power limiting when the voltage is a little higher than nominal. So if I'm charging at 250V I might be limited to 71A instead of 72A. When the voltage is 240V-245V or so I get the full 72A. That probably keeps the total power (V*A) to a reasonable maximum.
 
It may be confirmed elsewhere on TMC but FYI I just read a similar discussion on another forum. A UK owner measured the current draw from their consumer unit and confirmed that the app is mis-reporting the current by -1A (rounding down, rather than rounding to the nearest, integer current is suspected). The in-car display is correct. Third party apps which use the API like Remote S and TeslaFi will also be affected by this bug.

Yep, my dash shows 32A 8kW while the App shows 31A 7kW while charging. Also at the same time I noticed the App shows the battery charge 1% lower than the dash too (dash was showing 72% charge, App showing 71%). So looks like an App reporting issue rather than an actual reduction in current with V9. For a long time (not just in V9) my App often shows 0.5 deg higher climate setting than the car too!
