Noticed on Teslafi that 4 have installed 2022.12.3.11. Is this the new FSD drop?

I believe so. Those may be the internal testers that Elon references, and then we'll see two more dot releases before it gets to the current 100-99 FSD scored users, but it heads to the 95 score I think he referenced. Or let's hope so.

TeslaFi usually annotates the FSD Beta builds with the FSB Beta version, but that one isn't annotated. I'm guessing it's just another regular build.

TeslaFi has no way of knowing if a build is an FSD beta firmware unless a user provides a facsimile of the official release notes. Tesla employees usually don't provide this unless via a secondhand leak.

For sure, no, but seems to be the pattern the last FSD releases. This one is only X and S models, however, so I suspect not FSD.

Unfortunately, this release appears to be some type of patch specific to Taiwan.
