Teslafi fleet question

When Teslafi says that 9% of the fleet has installed the latest software, is that really the entire Tesla fleet or just the people who have signed up for teslafi?

Everyone signed up for Teslafi.
Must also have the same model.
Assume same package LR, P, Plaid.
I suspect the same year model too.

In my case, it's only 33 vehicles.

AND have chosen to share their software version. Not all TeslaFi users do that (although most probably do).

Teslafi is a sample size. It's like a poll you hear on the news that says x% of Americans are Democrats. They didn't actually ask every American.
