Yep, have had this same problem.
When I finally manage to get through, It just forwards the call to a delivery specialist in Toronto. There is no Call Center in Canada afaik.
I think the guys name is Justin. They literally have no more info than your local delivery rep. If you call off hours or no one picks up, it actually goes to his voice mail lol.
I have spoken to them twice - the only thing they will do is email your local delivery specialist to get in touch with you.
