concern about reducing window closing power

could the NIHTSA recall requiring Tesla to use less power to close the windows cause them to not fully seal off and bring us back to the era of when there was excessive and much too much wind noise in the cabin? I know, I know,...... you will say it was the double pane glass that ultimately reduced the wind noise. I'm not totally convinced it was the glass. for me the cabin noise was a deal breaker in purchasing a Tesla.

windows are calibrated for height not power
If the window does not fully close it needs recalibrating
